Charlie came back!

I was leaving my house and I saw Luther/Charlie in my driveway!






I gave him back to his owner again, he's like a 16 year old on a bike with a diamond earring. The kid needs some dog lessons. He's not neutered, it has no collar, and he keeps getting out. Can I just have him?
